Caveats

Licenses are counted by the city on the license address, which is the postal city. Where a postal city reaches past the city limits (Littleton, Colorado is one), the rate runs high. Big cities whose neighborhoods use their own postal names (Los Angeles, New York) are undercounted, and New York City is left out. Only nine states are covered.
