Caveats

A snapshot of documents open for comment on Regulations.gov on November 7, 2026, with comment counts as Regulations.gov reports them that day. Counts rise until a period closes, and agencies can post comments late or withhold duplicates from mass campaigns, so a count measures posted comments, not people.
