What it returns
Proposed, emergency, final and preproposal rule filings by US state agencies, taken from official state registers and rebuilt daily. Find rules open for public comment, upcoming rulemaking hearings, and every filing that mentions a topic.
Registers covered: Washington State Register (every filing of the current and previous year), Delaware Register of Regulations, Nebraska rulemaking docket, Wisconsin Administrative Register. More states are being added.
id (stable), state, source, docNumber (e.g. WSR 26-21-069, CR 26-058), stage, noticeType, agency, title, summary (purpose of the rule), ruleRefs (WAC, NAC and other code sections), issue, published, filed, hearingDate, hearingTime, commentDeadline, effective, url, firstSeen, updatedAt.

states | list of strings | Two-letter states: WA, DE, NE, WI. Empty = all. |
stages | list of strings | e.g. Proposed, Emergency, Permanent, Final, Preproposal, Expedited, Withdrawn, Notice, AG review, Governor review, Filed, Effective. |
agency | string | Agency name contains this text, e.g. Health. |
openForComment | boolean | Only filings whose comment deadline is today or later. Default: false. |
upcomingHearings | boolean | Only filings with a public hearing today or later. Default: false. |
publishedFrom | string | Published or filed on or after this date. |
publishedTo | string | Published or filed on or before this date. |
updatedSince | string | Filings first seen or changed on or after this date. |
sort | string: latest, hearing, commentDeadline, updated | latest = newest publication first. Default: "latest". |
groupBy | string: state, agency, stage, month | Return counts instead of filings. |
dataset | string: rules, sources | sources returns per-register health. Default: "rules". |
maxItems | integer | Maximum items to return (1-500). Default: 100. |
